Detailed Proof of Health Insurance Required for All Work/Residence Permit
Applications

Germany requires all non-European Economic Area (EEA) nationals visiting or
traveling in Germany to have sufficient health insurance coverage for the
duration of their stay. Germany also requires that all applicants for work
permits (Aufenthaltserlaubnis zur
Ausübung einer Beschäftigung) or residence
permits (Aufenthaltserlaubnis)
submit proof of sufficient health insurance coverage. Coverage is deemed
"sufficient" if it meets the government health insurance standards set forth in
German Social Security Code V (Sozialgesetzbuch V).

Previously, a copy of an insurance card submitted with the work/residence permit
application or the name of the insurance provider in the support letter was
considered sufficient proof. However, a new regulation, effective immediately,
requires all applicants for work or residence permits that are not covered by a
European government health plan to submit detailed information on the scope of
their health insurance coverage to the local Alien Office
(Ausländerbehörde) with
their applications.
Specifically, work/residence permit applicants must provide an original Letter
of Confirmation from their health insurance carrier detailing the scope of
coverage and monthly fees for coverage. Letters of Confirmation should include
scope of coverage for the following: in-patient hospitalization; emergency care;
primary care; specialist referrals; transporting a patient; and medical
supplies. Letters of Confirmation must be prepared on the insurance carrier's
letterhead and include the names of the principal applicant and each covered
family member.
Applicants must also submit a copy of their insurance carrier's published health
insurance plan outlining the scope of coverage and fees. The Alien Office will
review all submitted information to ensure the coverage meets government health
insurance standards.
